IREX invites all librarians and library users to enroll in the Community Participation Contest. All libraries and librarians can take part in this competition, no matter the type of library or community they serve.
The purpose of  this contest is to encourage the emergence of new and unique ideas for integrating the new technologies in the local communities, and to engage the librarians in outreaching activities and actions to best serve the community’s interests and needs.

By organizing this Community Participation Contest, IREX extended the participation in Biblionet’s planning phase beyond the 12 pilot centers.  Twelve Community Participation Contests have been organized so far and they have brought together 114 project proposals coming from all types of libraries from all over the country. Although only 14 projects have won these contests, many other proposals contain good ideas that can be adapted and implemented by librarians and their partners. Starting with 1st of September 2009, the Community Participation Contest will take place once in two months, having a previously announced thematic; there will also be editions with no thematic. The contest will have the following phases:
- Announcing the edition and the theme (if case): the first day of the first month;
- Application period – starting with the first day, ending with the last day of the first month;
- Preliminary selection of applications – starting with the first day of the second month till the 9th day of the second month;
- Announcing the selected projects – not later than the 10th day of the second month;
- Online discussions between the selected projects' representatives and panel members – between the 10th and the 15th of the second month;
- Final selection and announcing the winner project – not later than the 20th day of the second month.
