Eligibility criteria for public county libraries applying to Biblionet program
• Local government officials stated interest in hosting a PAC in their local library
• Staff includes at least one full time librarian
• Local library connected to broadband
• Have the necessary furniture or the funds to purchase furniture
• Commitment of local governments to pay for monthly broadband subscription fees
• Have a security system in place such as an alarm, guard or metal door
• Funds available to insure the computers
• Local library has a heating system in place or plans to have it installed
• Available space (2.5 square meters per computer) to host a PAC
• Local government commit to cover transportation and accommodation costs for librarians traveling for training
• Willingness of county libraries to host a Training Center, by providing necessary space, covering utility costs, broadband subscription fees, furniture, insure the equipment, and secure the equipment
• Providing three to five (3-5) CVs and recommendations for proposed library staff to participate in the TOT organized by Biblionet.
